Women and Families Project for Treatment Preparedness and Literacy in Africa: Request for proposals targeting national networks of women living with HIV & AIDS in Sub-Sarahan Africa. Third Grant Cycle: 2008-2009

Introduction
The HIV Collaborative Fund for Women and Families in Africa is seeking proposals from National Networks/Organizations of Women Living with HIV & AIDS in Sub-Saharan Africa.

The overall objective of this grant is to provide support for projects so that they can sustain and develop their treatment literacy and advocacy activities. Through this Project, we will strengthen the relationship between the funded networks and the International Community of women living with HIV & AIDS (ICW) in order to scale up advocacy for access to prevention, treatment, care & support and sexual reproductive health rights of women living with HIV & AIDS in Africa. Activities considered for successful applications should contribute to scaling up treatment literacy and advocacy for access to prevention, care, treatment and support and sexual reproductive rights of and for women living with HIV/AIDS all over Africa.

Grants will be allocated to successful applicants for up to one (1) year for a maximum amount of $40,000. US Dollars.

Funding Priorities
Grantees selected for the 2008-2009 funding cycle would be expected to:

- Support projects/networks that advocate for policy enactment and change particularly influencing those that affect the access of women and girls to prevention, care, support and treatment both at local and national level

- Support projects/networks empowering women and girls to be able to have meaningful participation in policy formulation and decision making at the local/provincial and national-level

- Support projects/networks of women living with HIV & AIDS to enable them build capacity of their members & communities to be able to better understand treatment literacy & preparedness issues so as to access appropriate health services

- Support projects/networks that will empower women and girls about their human rights e.g. sexual and reproductive health & rights, stigma and discrimination

- Support projects/networks that will advocate for marginalized groups including sexual minorities, women groups and sex workers

- Support projects/networks that will identify key treatment issues that affect women and girls at the community and national level and translate them into advocacy issues to engage policy and decision makers at the national level. These issues can also inform advocacy at the global level.

Eligibility
Only proposals from National Networks/Organizations of Women Living with HIV & AIDS in Sub-Saharan Africa are eligible to apply.

General Guidelines

  • One proposal per organization
    • Prospective grantees are expected to fill out the HIV Collaborative Fund Grant Application (2008-2009). This application has three (3) sections:
      • Organizational Detail (20 points)
      • Technical Proposal (50 points)
      • Cost Proposal (30 points)
  • Applicants are encouraged to submit proposals via email and using MS WORD. If you must submit through regular mail, please ensure that all postage and delivery fees are covered by your organization. The HIV Collaborative Fund is not obliged to cover or reimburse for these expenses.
  • Accountability, transparency, ownership and sustainability of the projects identified are of paramount.
  • Beneficiaries must be involved at all levels of the project cycle.
  • Organizations applying should be women's organizations with the leadership of HIV-positive women
  • This grant cannot be used to pay rent. If you intend to budget for salaries under this grant, it must be a contribution to specific officers that will be directly involved in the implementation of the project and an explanation must be given in the budget narrative. Please note that this grant cannot cover costs for international travel.
  • All submitted applications/proposals must be saved using the name of the organization.
  • Proposals must be submitted by the due date
  • PROPOSALS THAT DO NOT MEET THE ABOVE REQUIREMENTS WILL BE DISQUALIFIED

Background
The HIV Collaborative Fund is a partnership of the Tides Network and the International Treatment Preparedness Coalition. It is a collaboration among people living with HIV/AIDS, community and international organizations, multilateral agencies, and donors. Each partner brings its expertise and resources to further the goal of improving the global access of people and communities at risk in utilizing quality HIV care, prevention and treatment services.

Community mobilization and empowerment are core values of the Collaborative Fund. The Fund represents the first time that a global coalition of people living with AIDS has developed a funding mechanism that allows them to set their own funding priorities and to implement their own strategies.

The International Community of Women living with HIV/AIDS (ICW) is coordinating the Collaborative Fund for Women and Families. A Community Review Panel (CRP) has been established and is made up of women representing the regions and these representatives were selected at a treatment literacy workshop in Kampala in November 2005. The CRP reviews all applications and selects projects for funding.

This project is supported with funds from multiple donors.
